But federal imports like our Czar McDonough still insist on infecting our state with 'silly syndrome'. But perhaps we should not be so hard on either our czar, or his boss Czar McCaffrey in Washington DC. They have been given a literally impossible commission. And that is to eradicate the voluntary and consensual activities of between 20 and 30 million Americans -- those adults who responsibly use marijuana. History accurately shows how Prohibition of normal human behavior failed miserably in the 1920's. The czars seem intent on repeating that failure now at the turn of a new century.
