Apparently, he has not read the details of the proposed program. A drug user must bring in used needles to receive new, sanitary ones. Do the math: Someone brings in 10 dirty needles, he or she gets 10 clean needles. The net effect is no additional needles, just a valuable tool to reduce the spread of AIDS. Bill Matchette Bayside
