WHY WASN'T MARIJUANA LAW VETTED?

Being neither a recreational or medical user of marijuana, I fail to
see the logic in our Dear Leaders filing a lawsuit to declare the
legality of the medical-marijuana law passed in the last election and
valid in 15 other states.

Why wasn't the question of its legality vetted before putting it on
the ballot? What's next? Banning the playing of "Rocky Mountain High"?
