That means they are nebulous, at best, and completely useless at their worst. The program has been ruled unconstitutional four times, and the government sits in violation of the court ruling by not providing people's permits in under 30 days. That technically means that the participants in the program are under NO legal obligation to adhere to the regulations, nor do the police or government agencies have ANY jurisdiction to enforce them. The regulations barely even exist -we all just kind of go along with them because we think we are supposed to. If the permit-holder-growers and the municipality want to find a sustainable peace on this issue, they should join forces, confront the federal government, and force them to enact a Medical Marijuana legislation. It will require a lawsuit, however. Russell Barth Federally Licensed Medical Marijuana User, Drug Reform Analyst and Consultant, Educators for Sensible Drug Policy - --- MAP posted-by: Matt
