Additionally, the county would receive net revenue of $64 per card issued. I seriously doubt the administrative costs of running the program would exceed that number. What I don't understand is the benefit to a "card holder?" Medicinal users have already received a prescription and paid a doctor for it. They are compliant with the law. Why would a medicinal user want to pay a fee and go through the red tape of getting a county-issued card?
