PROGRESSIVE SOLUTION

I think a long-term recovery program in a separate community, rather 
than in a confined building downtown, is by far the most progressive 
idea Vancouver has come up with.

"New Hope" would set the bar for other cities with similar problems to follow.

Kudos to Lorne Mayencourt.
