Rehabilitation is the answer, not the death penalty or draconian "three-strikes" laws. It's too bad there isn't enough money available to appropriately fund good programs to help these people, whether in custody or not. When was the last time Mr. Smith donated to programs like the Maui Drug Court, the Maui Mental Health Association or Maui Economic Opportunity?
