National studies tell us that 80 percent of prisoners in the United States are non-violent and in prison because of some form of substance abuse. They don't need expensive steel cages and around the clock guarding. They need medical attention, education and opportunity for a healthier lifestyle. Cutting back, as the Department of Corrections is doing on the above, is harmful and much more costly. We can and must do a much better job of rehabilitation of those among us who make mistakes.
