It is bad public policy to clamp down on growers, while letting smokers 
smoke. We used a similar approach against alcohol in the 1920s when we 
imprisoned bootleggers but let drinkers. The law of supply and demand 
caused the wealth of the illegal market to increase, attracting greedy, 
violent men. That dynamic caused such shocking criminality and 
disrespect for the law, that we re-legalized alcohol in 1933. In its 
effect, the 1920s was a time of "decriminalized alcohol" although we've 
never used that word. Prohibition was only 13 years old, so we could 
remember that life was safer before Prohibition. If memories had been 
short, we might have escalated enforcement, and I'd be buying my daily 
beer today from a bootlegger. The only way to take out the violence is 
to take out the profit, and the best way to do that is to do what we did 
in 1933: get the feds out of the prohibition business and let the states 
decide how to handle it.

To the Editor of The Tucson Weekly:

I'm writing about J. M. Smith's column: "Keep the faith: Despite resent 
setbacks, legal medical marijuana will continue to be available" (8-23-12).

Unfortunately, I am not nearly as optimistic as Mr. Smith.  The Mexican 
drug cartels don't want any legal marijuana sold in Arizona or anywhere 
in the United States.
So will they go after the medical marijuana dispensaries?  Not 
directly.  They have politicians on their payroll to do it for them.

Unfortunately, I voted for and campaigned for one of those politicians 
who now resides in the White House.

To the Editor of The East Valley Tribune:

I'm writing about Mike Ross's thoughtful letter: "Officials should allow 
Arizona's medical marijuana law? (8-26-12).

The Mexican drug cartels don't want any legal marijuana sold anywhere in 
Arizona or in fact, anywhere in the U. S.  So are they going to bomb the 
marijuana dispensaries?  No.
They have a much easier way to put them out of business.  They have 
politicians on their payroll put the dispensaries out of business with a 
stroke of a pen.

Of course, politicians will say that they idea of them being of the 
payroll of the drug cartels is ridiculous and crazy.

Al Capone and the alcohol cartels had hundreds of politicians on their 
payroll.

Is it unreasonable to suspect that the drug cartels of today are 
following in the footsteps of the alcohol cartels? It's obvious that 
medical marijuana dispensaries were making a major dent in the income of 
the drug cartels.
