There is no merit in any part of America's drug crusade, so demand
complete repeal.
Decriminalization is not a workable solution. Allowing the arrest of
drug dealers leaves things in the hands of criminals. Criminal
control of illegal drug markets is where America's "drug problems"
come from. Like Alcohol Prohibition the cure is much worse than the
disease.
Convincing legislators that the drug laws need repealing is not the
hard part. From what I've heard quite a few people in Congress
believe repeal is the solution to the drug war. Getting them to act
is the hard thing. They do not act out of fear of being branded "soft
on crime."
The real problem is showing these cowards how to get rid of drug
prohibition with very little risk.
First off tell them to put the blame somewhere else. Not on a who, a
what- a commission study of the drug war that makes policy
recommendations, with regulation to be examined, will be a good
scapegoat for any for any sniping counter attacks.
The set up is easy. The pols go to the public saying -"The drug
crusade is NOT working. We need a CHANGE. This study by independent
scientists from Harvard, Yale, MIT, UCLA et al will show us the best
way to go. In six months we will put their recommendations into law."
There can only one result of any independent rigorous study of the
drug war- drug prohibition is a failure and regulation is the best
course to follow. (Every major study condemns the drug crusade.)
When the results come in the pols blame the study for repealing the
drug laws- "We did what the science says!" will be their alibi.
Do not allow the DEA, FDA, NIDA etc to have anything to do with this study.
Don't fall for the gradualist line - decriminalization today -
legalized marijuana tomorrow - then we'll get to the heroin and
cocaine- etc
It will never happen because a new administration will be in power
before this timeline delivers.
We have the best opportunity to end drug prohibition right now. The
best way to end drug prohibition is with a sudden lethal blow.

Dennis would be a good choice but he is likely a long longshot.
I get the feeling that Obama wants to show everyone that he is NOT some
radical legalizer.
Relax America, he may be "black" but it will be mostly business as usual.
