2. NEVER EXPECT ANYONE TO GIVE UP A LONG HELD BELIEF UNTIL YOU OFFER 
THEM SOMETHING BETTER.

Here's the a good rule for changing minds strongly convinced of 
traditional beliefs. Never expect anyone to give up a long held 
belief until you offer them something better. Persuasive arguments 
are good but offering a personal benefit can cause an instant change 
of position.

Craft your message according to the audience. What changes an 
ordinary citizen's opinion about drug prohibition is somewhat 
different than what it takes to convince a self-interested politician.

Since we are thinking in terms of how to persuade Obama's 
administration and enough Republicans to end the drug war, we must 
shape our message for that audience.

Politicians are the most cowardly of people. Most will not take a 
step unless they figure to benefit in some way, preferably a large 
reelection majority. They are also interested in achieving certain 
policies unrelated to the drug crusade.

There are many benefits of ending drug prohibition.  One that 
politicians should love is a genuine publicly noticeable reduction in 
crime. The pols love to talk about "getting tough on crime," but with 
more people going to prison every year they cannot point to any 
positive results in crime reduction.

Ending the drug crusade will lower the overall crime rate by 30% and 
probably much more. For argumentation let's say 30% even though the 
drop in "drug crimes" is certain to be much higher.

A 30% crime reduction will be visible to every citizen and the 
politicians who caused it will become  national heroes.

Lowering crime is a positive thing for any elected official and once 
they are convinced that repealing the drug laws will do this their 
resistance to change will drop considerably.

Here is a related debating point for legislators that knocks down 
more political objections.

ENDING THE DRUG WAR WILL FREE UP OVER $100 BILLION DOLLARS EVERY YEAR.

Obama has some mighty social programs in mind and ending drug 
prohibition is a way of funding them. Picking up an easy $100 BILLION 
is going to be a very tempting proposition that can speed Obama's 
moves against drug prohibition.

Stopping the drug crusade will provide big bucks for more worthwhile purposes.

Defunding the Drug warriors should begin as soon as possible. Make it 
impossible for them to do more than a fraction of the damage they 
currently do until the laws can be changed. As they become weaker 
take everything away.

Set up legal requirements that drug agencies must be evaluated for 
performance by  independent peer reviewed science and require result 
based funding. No progress, no money.

Incidentally, do not talk about eliminating the drug money from the 
budget. That will never happen. Instead stir up cash starved 
bureaucracies to lay claim to the drug warriors billions. Tell 
politicians to divert the money into nondestructive projects THEY 
think worthwhile. Giving them the money gets them on our side.

The main thing is to offer politicians something that benefits them 
more than running a failed drug war.
