Not sure that it is junk science - Steve Kubby had so characterized it.
However, there is already debate on the discussion lists about it.

p.s. I do believe that the Reuters news story is best called "yellow
journalism" written because it was marijuana simply to be a scare story -

R. Bruce Upchurch's typical drug crusader disdain for truth spews out
too many Reefer Madness lies to rebut in a short letter, so I'll
focus on some scientific errors in Upchurch's propaganda.
Upchurch's demand for "vigorous scientific testing" is a deception
because marijuana has been studied far more than any other drug ever
approved for public use. Over 12,000 peer reviewed scientific
investigations of cannabis have been made. Most of the "medical"
research concerning marijuana has been a failed effort to prove that
cannabis use causes injury of some kind. Unfortunately for Reefer
Maniacs like Upchurch this research produced exactly the opposite
results. No evidence of harm sufficient to ban marijuana for any use
has ever been discovered.
That's why DEA Administrative Law Judge FRANCIS L. YOUNG ruled that
"Marijuana, in its natural form, is one of the safest therapeutically
active substances known to man. By any measure of rational analysis
marijuana can be safely used within a supervised routine of medical
care." (SEP 6 1988) The recent Institute of Medicine report on
medical marijuana echoed Judge Young's ruling by stating "Until a
non-smoked, rapid-onset cannabinoid drug delivery system becomes
available, we acknowledge that there is no clear alternative for
people suffering from chronic conditions that might be relieved by
smoking marijuana, such as pain or AIDS wasting."
Upchurch's assault on marijuana becomes completely insane when he
advocates Marinol which is nothing more than THC, the main active
ingredient of cannabis. The question is why THC in a pill is safe
while THC in its natural form is dangerous. It's like saying that
Vitamin C in a tablet is OK but vitamin C in an orange is worthless.
That's the twisted logic of prohibition.
Upchurch's assertion that marijuana has "precisely the same impact as
heroin on key brain [functions]" is pure fiction. The "science" Barry
McCaffrey fails to cite (Scripps and the Spanish studies) actually
disproves the notion that marijuana is addictive because withdrawal
symptoms can only be produced by injecting lab rats with RU-210 for a
couple of weeks and then injecting them with SR 141716A, which
artificially shuts down the THC receptors. Without injecting SR
141716A, there would be no "withdrawal." The last I heard, there
weren't any marijuana users shooting up with RU-210 for days at a
time and then using SR 141716A to induce a sudden cold turkey
"withdrawal." Therefore, this curious discovery only applies in
laboratory settings. Why do McCaffrey and Upchurch try to deceive
the public?
Mr Upchurch's obvious deceptions about marijuana are typical drug
crusader propaganda about marijuana. The plain truth is that there
never has been a valid reason for prohibiting marijuana for
recreational or any other use.
